Les approches économiques des territoires urbains au début des années 2000 : quelques éléments de veille scientifique

Abstract

Pour comprendre les différences et la nécessaire articulation entre les problématiques de développement économique local et d'aménagement de l'espace urbain, il nous semble intéressant de dresser un état des lieux en trois temps. Tout d'abord nous rappellerons plusieurs initiatives prises récemment par le PUCA (Plan Urbanisme Construction Architecture) et la DGUHC (Direction Générale de l'Urbanisme, de l'Habitat et de la Construction) en essayant d'en tirer quelques enseignements. Nous proposons ensuite, après vingt ans de décentralisation, de faire un bilan des interventions économiques des collectivités locales en précisant la place des opérations d'aménagement dans le champ d'action des "développeurs". Enfin, nous ferons un survey de quelques revues scientifiques, de langue française et de langue anglaise, dans le champ de l'économie régionale et urbaine sur les années 2002 et 2003, pour préciser les thématiques en cours dans les travaux de recherche et leur apport aux questions des professionnels de l'aménagement et aux élus locaux.
