La stratégie européenne de l'emploi : agir sur le travail pour améliorer l'emploi ?

Abstract

La Stratégie Européenne pour l'Emploi (SEE) peut-elle être interprétée comme une tentative de réponse aux problèmes d'exclusion sociale, de sous-emploi ou d'inégalité face à l'emploi ? La construction d'une SEE consiste-t-elle en une action structurelle sur le travail ? Pour essayer de répondre à ces questions, nous rappellerons tout d'abord la façon dont s'est construite la SEE depuis 1997, puis certaines concrétisations de cette stratégie. Cette synthèse est orientée par la recherche d'une logique d'ensemble aux interventions sur l'emploi, que nous qualifions de structurelle en raison de l'accent mis sur une meilleure maîtrise de l'évolution du travail.
