Finances locales, finances de l'État et financement de la ville

Abstract

Deux évolutions principales affectent le financement de la ville depuis la décentralisation. La première correspond à la réduction de la fiscalité locale compensée par l'augmentation des concours de l'État et la seconde au développement de l'intercommunalité. Toutefois, ni la substitution, ni la mutualisation des sources de financement ne corrigent totalement les dysfonctionnements fiscaux ou territoriaux des agglomérations.
