Le fédéralisme fiscal allemand à la croisée des chemins : quelle issue entre fédéralisme coopératif et fédéralisme concurrentiel ?

Abstract

L'objectif de cette contribution est de décrire les dernières évolutions du fédéralisme allemand en nous concentrant sur l'évolution des finances publiques et des mécanismes de redistribution. Nous mettrons en lumière le coût fiscal global sans cesse croissant de l'unité allemande, alors que les inégalités ne semblent pas se réduire entre l'Ouest et l'Est de l'Allemagne. Nous insisterons sur la nouvelle donne d'une concurrence de plus en plus vive entre les régions européennes pour l'attraction du capital, très mobile, et la faible croissance qui mine les recettes fiscales des acteurs du fédéralisme allemand. Nous conclurons autour d'une analyse budgétaire du fédéralisme allemand pour proposer une seule issue : retrouver rapidement les chemins de la croissance, ce qui permettra de l'étau et de sortir par le haut du débat entre coopération et concurrence.
