Le développement entre gouvernement et gouvernance : réflexion critique sur le rôle des institutions dans le développement

Abstract

Cette étude se structure en deux temps. Après avoir passé en revue l'appareillage théorique factuel critique sur le rôle de l'Etat dans le développement, nous nous attacherons à analyser les conditions d'émergence et de pérennité de modes de régulations locales, lesquelles sont porteuses de dynamiques effectives de développement. Nous montrerons que c'est en dépassant la "dichotomie" Etat-marché que peut s'initier une réflexion sur les formes d'arrangement institutionnel susceptibles de souscrire aux impératifs du développement. Dans la seconde partie de l'étude, nous discuterons alors des conditions d'une meilleure synergie entre Etat, marché et institutions locales en prenant notamment appui sur les expériences menées dans les pays développés (France). Nous serons également attentifs aux dérives que peut engendrer un excès de localisme.
