Quelle gouvernance économique mondiale ?

Abstract

Une certaine gouvernance mondiale, facilitant et organisant la mondialisation, s'est installée. Pour le mouvement alter mondialiste, elle pose des problèmes. Même certains partisans de la globalisation financière jugent qu'elle va à l'encontre de l'objectif qu'elle devait remplir, à savoir, une meilleure allocation des capitaux à l'échelle mondiale entre les pays du Nord et du Sud. Or il s'avère que cette gouvernance économique s'accompagne d'une polarisation des capitaux au profit du Nord, et surtout des USA. De plus, les capitaux ne se dirigent pas vers les pays qui ont le plus de " retard " de développement économique. Réformer semble donc être une urgence. L'auteur se propose ici de situer les enjeux d'une telle réforme au regard de la mondialisation et ceci, en se limitant aux aspects théoriques d'une telle réforme.
