Les outils économiques au service d'un projet d'université citoyenne

Abstract

Le changement climatique est clairement un défi planétaire majeur du 21 ème siècle. Les actions pour lutter contre ce changement global sont à mener tant aux niveaux international, national que local. Le projet d'université citoyenne s'inscrit dans cette dernière perspective. Lancé au sein de l'Université Pierre-Mendès-France (UPMF) à Grenoble, avec l'accord de la Présidence, il vise à définir et mettre en place une stratégie de réduction des émissions de gaz à l'effet de serre de l'université. Le papier a pour objectif de montrer la diversité des outils économiques sollicités pour ce projet. Ce dernier s'appuie en effet sur la construction d'un bilan-gaz à effet de serre, des enquêtes sur les déplacements, divers calculs économiques de choix d'investissement, des analyses coûts-avantages et des analyses économiques développées par ailleurs. Les résultats attendus du projet sont en premier lieu des réductions d'émissions de gaz à effet de serre. Cependant il convient de compter également avec des co-bénéfices substantiels. Abstract : Climate change is a global challenge over the 21st century. Actions to fight against it must be taken internationally as well as nationally and locally. The climate-friendly university project reflects the latter framework. It was launched at the University Pierre Mendès France in Grenoble with the agreement of the dean of the university. It aims at defining and implementing a greenhouse gas emission reduction strategy at the university level. The paper shows the diversity of the economic tools used to carry out the project. The main tools include a greenhouse gas emission inventory, commuting surveys, economic appraisals of investment choices, cost-benefit analyses, and economic analyses carried out elsewhere. The expected results of the project are of course emission reductions. But substantial co-benefits will surely be reached simultaneously.
