Abstract

Cette communication explore l'idée selon laquelle l'acteur public tente de construire une légitimité dans l'organisation du marché externe du travail via la formation des demandeurs d'emplois peu qualifiés. Le consensus français sur un niveau de formation professionnelle minimum prend tout son sens si on adhère à cette idée. L'acteur public fonde principalement sa légitimité sur la fonction de sélection de la main d'oeuvre sur des critères individuels de motivation et de projet, et non sur la fonction de transmission de savoirs de la formation. Ce mouvement évoque ce qui se passe dans l'entreprise, à savoir l'individualisation de la relation salariale dans le cadre du développement de la gestion des compétences. L'enjeu de la politique est l'arbitrage entre une logique sociale d'assistance et une logique économique d'adaptation à l'emploi à court-terme au détriment d'une logique éducative de préparation des mobilités à long terme.
