De la nationalisation à la politique d'apertura, l'exemple du Vénézuela à travers PDVSA

Abstract

Au cours de la période récente, la scène pétrolière internationale a été au coeur de nombreux bouleversements qui ont fortement altéré les stratégies et les comportements d'acteurs. Ces derniers, qu'ils soient publics ou privés, entreprennent à des cadences diverses et sous la pression de contingences aussi bien internes qu'externes, des restructurations et des réformes nécessaires à la pérennisation et au développement de leurs activités. L'article qui suit propose, à travers l'exemple vénézuélien, d'expliciter ce à quoi les industries pétrolières nationales tendent à devenir et à isoler les tenants et les aboutissants des transformations successives. L'analyse de la relation entre l'Etat vénézuélien et sa compagnie pétrolière nationale, PDVSA, s'inscrit dans la problématique de la gouvernance des entreprises publiques à actionnariat unique évoluant dans un environnement libéralisé et concurrentiel.
