Le développement comme "pari sur structures nouvelles"

Abstract

Le gouvernement sud-africain se trouve confronté depuis 1994 à cette question fondamentale : comment s'affranchir de l'apartheid sans ébranler les acquis industriels du passé ? Dans un premier temps, nous analyserons les déterminants et les effets de la politique économique lors de la période de l'apartheid. L'analyse mettra en évidence que la trajectoire économique du pays trouve son origine dans un "pari sur structures nouvelles" tout à fait original. Ce dernier a été défini au lendemain de la première guerre mondiale par le "National Party" afrikaner et visait à rompre avec les structures économiques et sociales jusqu'alors déterminées par la dotation initiale du pays et par son intégration dans l'empire britannique. Dans un deuxième temps, nous nous concentrerons sur les décisions de politique économique du gouvernement d'aujourd'hui. Elles révèlent les amorces d'un nouveau "pari sur structures nouvelles" cherchant à "défaire" les acquis industriels du passé.
