De Doha à Cancún : éléments d'analyse de la crise du multilatéralisme commercial et de l'Organisation mondiale du commerce

Abstract

Après avoir mis en évidence les principaux changements induits par les Accords de l'OMC en termes de régulation du système commercial multilatéral, cette contribution analysera le contenu du cycle pour le développement. Il s'agira de mettre en perspective le nouvel agenda de négociation par rapport aux évolutions analysées précédemment. Les deux dernières sections aborderont les problèmes de gouvernance de l'OMC et du système commercial multilatéral : il s'agira de présenter les évolutions géo-économiques internes à l'Organisation qui expliqueraient la complexité du processus de négociation. L'attention sera portée enfin sur l'évolution de la nature de la régulation multilatérale comme facteur déterminant des blocages récurrents de l'institution.
