Abstract

L'accord de Libre-échange des Amériques vise, par la libéralisation et la déréglementation, à définir un modèle institutionnel et juridique dans lequel les prérogatives des Etats membres seraient encadrées par des normes et des règles communes. Les Etats-Unis trouvent en cet accord le moyen de sécuriser près de 50% des flux d'approvisionnement en pétrole nécessaire au bon fonctionnement de son économie et d'y promouvoir les composantes de leur puissance structurelle : ceci constitue une consolidation de ce que nous appelons le système pétrolier américain. Les industries pétrolières nationales des pays latino-américains subissent des transformations et des mutations profondes qui conduisent à une redéfinition du rôle de l'autorité publique dans la gestion et la régulation des activités liées au pétrole.
