Abstract

La première génération de conventions TER post-loi SRU arrive actuellement à son terme, avec une première série d'échéances en 2007. Les négociations qui vont prochainement s'engager seront l'occasion de corriger certains défauts des conventions initiales, de mieux répartir les responsabilités et les risques entre les partenaires, mais aussi de définir des niveaux de charges et des objectifs d'évolution de ces dernières. Les Régions disposent-elles de tous les outils et de toute l'information permettant d'aborder cette phase cruciale avec les meilleurs arguments, face à une SNCF qui de son côté a beaucoup appris ? Cet article propose des critères simples d'analyse comparée de l'efficience-coût pour positionner une région dans l'ensemble de ses consoeurs et pour déterminer un potentiel d'évolution à la baisse ou au minimum de stabilisation des charges.
