Les premiers pas de la régionalisation ferroviaire

Abstract

The first steps towards the regionalisation of the rail system. – The transfer to the regions of competence with regards the organisation of regional rail passenger transport has been effective since January 1st, 2002. The Government's wish is to improve the financial situation of the SNCF, spurred on by strong encouragement at the European level to carry out reforms in this sector. This wish is echoed loudly by the regional assemblies, with emphasis on protection of the environment now leading to a desire to relaunch this transport mode. Experiments concerning this transfer which have been underway since 1997 in seven volunteer regions make it possible to draw several provisional conclusions. Although the supply and quality of Express Regional Transport (TER) have improved, the financial burdens for the regions are heavy and pose problems related to cost-effectiveness. The success of the reform will be dependent upon the capacity of the regions to define coherent regional policies and to effectively manage costs, in addition to the ability of the SNCF to adapt to its new role as a service provider. Improvements in the performance of the national rail operator appear to be a key condition in order to be able to face up to possible eventual competition with other companies.
