La normalisation et l'exigence de mesure peuvent-elles aider les PME à gérer les compétences ? Trois études de cas aoutour de la norme ISO 9001 version 2000

Abstract

A l'heure où bon nombre d'entreprises se préparent à adopter cette norme, peut-on dire que son exigence de mesure peut favoriser une meilleure gestion des compétences ? Doit-on en particulier s'attendre à ce que cette instrumentation de gestion soit reçue comme positive et utile par l'ensemble des entreprises, à qui elle est largement destinée ? La question se pose en particulier pour les petites et moyennes entreprises (PME), dont on sait à présent qu'elles sont concernées par la gestion des compétences, et pour lesquelles la norme ISO peut fournir une incitation et une méthodologie. Pour l'analyse de ces questions, l'auteur articule un cadre de réflexion et une investigation empirique. Il constate ainsi que l'ambition de mesure en gestion des compétences doit être interrogée car l'expérience récente des trois PME analysées conduit à relativiser la pertinence de la nouvelle norme au regard de sa congruence avec l'organisation.
