Formation tout au long de la vie : une réforme sans Etat ?

Abstract

The 2003 collective agreement and the 2004 law reforming the continuous vocational training system could be said a process of reform without the State. A law is making compulsory the agreement; But it is more the job of a clerk of the court than a public policy. This "hollow State" is a real question for implementing the reform. Moreover if we take into account the lifelong learning and individual's perspective, the coordination between individual initiative, firm based policies and/or public policies is now a key question.
