Abstract

Dans les pays industrialisés, le modèle de développement urbain fondé sur la dissociation croissante des lieux d'activité et d'habitat ainsi que sur le développement de la motorisation individuelle, connaît une triple crise : crise de congestion des grandes agglomérations, crise du financement des infrastructures de transport, crise environnementale. Pour faire face à cette situation, les autorités locales françaises visent à maîtriser les flux automobiles au profit des modes alternatifs (transports publics notamment) par le biais des Plans de Déplacements Urbains. La mise au point de politiques adaptées nécessite au préalable d'établir des diagnostics clairs des causes de la croissance de la mobilité automobile, de manière à cibler les facteurs les plus déterminants.
