Abstract

Ce livre est le fruit d'une réflexion collective. Il prend le pari et le chemin de la prospective autour des secteurs de l'énergie, des transports et des technologies de l'information et de la communication. Ce rapprochement s'effectue en termes d'homologies fonctionnelles : importance des réseaux, poids du secteur public, missions de service public liées aux effets externes, notamment en matière d'aménagement du territoire, caractère collectif des biens et services fournis, problématique commune de régulation et d'accessibilité... Les auteurs exposent les tendances, les incertitudes dans ces domaines et la méthode de construction de scénarios. Ils identifient ainsi les enjeux intersectoriels et territoriaux et formulent des recommandations pour l'action publique en présentant cinq scénarios globaux incluant la problématique des trois secteurs étudiés. Les pouvoirs publics sont invités à renouveler leur conception de l'aménagement du territoire et à réformer leur action pour aménager, ménager, manager les territoires. Tout se joue dans la capacité à articuler la dualité des territoires contemporains : le territoire naturel et historique de la géographie et le territoire artificiel des réseaux de la « néogéographie ».
