Abstract

L'objectif de cette contribution est de mettre en évidence les possibilités d'action des collectivités territoriales en matière de développement économique, d'en identifier les enjeux, les difficultés et de tracer des pistes quant aux marges de manoeuvres effectives dont elles peuvent disposer eu égard notamment aux règles européennes de concurrence et à la limitation des ressources budgétaires publiques.
