Abstract

Ce travail propose d'étudier l'influence de l'ordre de réalisation d'un ensemble d'infrastructures de transport. Après avoir rappelé les principes du modèle de base de Bonnafous (2002), des simulations sont menées pour un panel de projets autoroutiers en relâchant plus ou moins la contrainte financière. Cet exercice montre que l'influence de l'ordre de réalisation des investissements augmente avec la contrainte financière. De plus, nous observons que la réalisation des projets selon l'ordre de la rentabilité financière (plutôt la rentabilité socio-économique ou un ordre aléatoire) est la meilleure solution au regard du bien-être social lorsque la contrainte financière est importante.
