Pétrole russe et investisseurs étrangers : des intérêts convergents

Abstract

La croissance de la production pétrolière russe depuis 2000 a renforcé l'intérêt des compagnies pétrolières internationales pour ce pays. Toutefois, les investissements internationaux dans ce secteur demeurent limités en raison de fortes contraintes institutionnelles, économiques et politiques. Trois facteurs sont plus précisément susceptibles d'expliquer cet état de fait. En premier lieu, les décisions d'investissements résultent de rapports de forces et de négociations complexes entre des acteurs aux intérêts contradictoires, l'Etat, les compagnies pétrolières russes et les Régions. L'opacité et les incertitudes qui continuent de peser sur les droits de propriétés augmentent le risque perçu par les investisseurs internationaux en Russie. Enfin, la volonté de l'Etat de reprendre le contrôle de l'industrie pétrolière pour la mettre au service de ses objectifs économiques et de sa politique étrangère accroît les incertitudes russes. Ces éléments devraient limiter l'implication des compagnies pétrolières internationales en Russie, ou tout au moins définir des modalités particulières d'investissements.
