La motorisation du transport de personnes en Chine : entre croissance économique et soutenabilité

Abstract

A la fin des années 1970, la Chine a amorcé une phase de croissance économique rapide. Celle-ci engendre une forte demande en terme de transport de passagers. Pour y répondre et dans l'objectif de porter la croissance économique au niveau de la production, le gouvernement central chinois a choisi de développer une industrie automobile. Les voitures particulières ont donc commencé à apparaître dans la deuxième moitié des années 1990 dans les grandes villes du pays où le revenu des habitants est plus élevé que la moyenne nationale. Bien que ce processus de motorisation n'en soit qu'à son commencement, les maux engendrés par la motorisation individuelle (Congestion, pollution et morbidité) se font déjà ressentir, tandis que les risques à plus long terme (dépendance énergétique, contribution à l'effet de serre) sont pressentis. Les possibilités de réaction des pouvoirs publics sont multiples (technologies, transport en commun, contrôle de la motorisation, etc.), mais le processus de substitution de la bicyclette par la voiture est en marche.
