What VAT policy to reduce income and consumption inequalities in Togo?

Abstract

Résumé : Cet article utilise le Modèle d'Équilibre Général Calculable (MEGC) qui s'inscrit dans un cadre dynamique récursif PEP-1-t et la Matrice de Comptabilité Sociale (MCS) de 2018 du Togo pour analyser la politique de TVA qui réduit les inégalités au Togo. Les simulations montrent que lorsqu'on envisage une baisse du taux de la TVA à 15%, on assiste à une augmentation des dépenses de consommations et des revenus de tous les ménages. En revanche, on trouve un effet contraire lorsqu'on envisage une hausse de ce taux à 20%. Au regard des variations constatées, l'étude conclut que la hausse ou la baisse du taux de la TVA n'a pas d'impact significatif sur la réduction des inégalités. Elle suggère le maintien du taux actuel de 18%, une réduction des exonérations et que l'État favorise des transferts sociaux directs aux ménages pauvres pour réduire les inégalités. JEL Classification : C68, E62, H31, D58 Type du papier : Recherche empirique Abstract: This paper uses the Computable General Equilibrium Model (CGEM) within a recursive dynamic PEP-1-t framework and Togo's 2018 Social Accounting Matrix (SAM) to analyze the inequality-reducing VAT policy in Togo. The simulations show that when the VAT rate is lowered to 15%, consumption expenditure and income increase for all households. On the other hand, the opposite effect is observed when the rate is raised to 20%. In view of the variations observed, the study concludes that raising or lowering the VAT rate has no significant impact on reducing inequality. It suggests that the current rate of 18% be maintained, that exemptions be reduced, and that the State promote direct social transfers to poor households to reduce inequalities.
