Abstract

Pesticides are an inexpensive technology for controlling crop pests, and their use in African agriculture is growing rapidly. Yet they are a source of numerous negative externalities. Based on a review of the grey and empirical literature, 55 semi-structured interviews and the organisation of a forum, we characterize the pluralism of bottlenecks and levers for reducing the use of agricultural pesticides in Cameroon. We found that dependence on pesticides is not just a technical issue (securing yields), but also economic (prices, taxes and subsidies) and institutional (routines, research, policy, regulations). Levers for reducing pesticide use are identified in technical (biopesticides), economic (market creation), political and regulatory terms, as well as in terms of research, extension and training.
