Transition énergétique, choix publics et Nouvelle Economie Institutionnelle

Abstract

La transition énergétique est entendue comme un terme politique et économique choisi pour expliquer le passage d'un système de production économique de richesse basé sur les ressources primaires fossiles et carbonées à un système de production économique de richesse basé sur des énergies primaires renouvelables et à faibles émissions de carbone. Dans cet article, nous montrons que plusieurs décennies après son lancement, la transition énergétique reste insuffisamment et inefficacement aboutie. L'économie est loin d'être décarbonée. Nous voudrions discuter de la volonté politique ainsi que de quelques initiatives et mesures publiques en faveur de la transition énergétique après avoir présenté notre approche. La mise à l'agenda mondial politique et de l'action publique du sujet de la transition énergétique et du réchauffement climatique à certes suivi le processus classique de mise à l'agenda politique d'un sujet en suivant les cinq étapes majeures traditionnellement identifiées pour cela : l'identification, le cadrage, la justification, la popularisation et la mise en politique publique ; mais des inefficiences fortes demeurent. La conclusion reprend une vue synthétique des points les plus importants pour inscrire la transition énergétique sur un autre sentier de soutenabilité que celui prôné par les climatologues et les Organisations Non Gouvernementales environnementales (ONG).
