Les confédérations syndicales françaises et la question environnementale (2000-2021) : positionnements, facteurs et tensions

Abstract

La décennie 2010 a marqué un tournant dans la prise de conscience écologique et les organisations syndicales françaises n'ont pas été épargnées. L'objectif de cette communication est de rendre compte de la manière dont les principales confédérations syndicales françaises ont traité de la question environnementale et de son articulation avec la question sociale sur la période 2000-2021. Nous adoptons une approche processuelle et longitudinale permettant de montrer l'évolution de leur positionnement, les tensions que soulèvent l'adoption et l'évolution de ces positionnements et les facteurs qui l'influencent. A partir d'une enquête qualitative par entretiens, nous constatons ainsi que les confédérations syndicales françaises se sont montrées plus ou moins proactives ou réactives par rapport à la question environnementale et comment certaines d'entre elles ont poursuivi leur orientation initiale ou ont au contraire opéré certains changements dans leur positionnement. Les principaux facteurs influençant les trajectoires de leur positionnement sont de nature organisationnelle (leur identité syndicale, leur fonctionnement démocratique) mais aussi contextuelle (les dispositifs légaux marquant la période, les instances de concertation autour de ces questions).
