Abstract

Dans ce chapitre, nous abordons la question de l'évaluation de l'impact social de projets d'innovation sociale. L'évaluation de l'impact social permet de répondre à deux enjeux importants et particulièrement complexes pour ce type de projets : leur financement d'une part et leur passage à une échelle de développement plus grande d'autre part. Outre des questions communes à toute évaluation de l'impact d'une activité de l'ESS sur la nature intangible des effets sociaux à mesurer, la difficulté de l'évaluation de l'innovation sociale réside dans l'incertitude et le manque de connaissances des acteurs sur l'objet à évaluer, étant donné son caractère novateur et aux effets inconnus à l'avance. Pour aborder cette question, nous nous intéressons au cas d'un programme financé par un contrat à impact social, un outil de financement spécifiquement créé à destination de projets expérimentaux d'innovation sociale. Le cas d'un programme financé par contrat à impact social est alors particulièrement pertinent pour étudier l'évaluation de projets d'innovation sociale, d'autant plus que les enjeux de financement et de déploiement à grande échelle de l'innovation sociale sont au cœur du contrat à impact social.
