Abstract

Performance management within the Regional Academies of Education and Training (RAET) in Morocco is a necessity to improve the efficiency of the public education sector. Management control tools must be adapted to the specificities of these public organizations, which have different characteristics from the private sector. The central question is to what extent these tools can be adjusted to improve the performance of RAET in the Moroccan education system. To do this, it is crucial to examine how to adapt these tools to the specificities of the public education sector, by transforming informal control mechanisms into a structured and efficient management system. Our methodological approach is based on a qualitative analysis focused on documentary research. We conducted a literature review on the emergence of integrated performance management systems and the BSC as a strategy deployment approach. We subsequently suggested an approach to implementing the Balanced Scorecard adapted to the specificities of RAET.
