Échange écologique inégal et minerais critiques : une limite à l’équité et à l’efficacité de la transition bas-carbone

Abstract

La transition bas-carbone, telle qu'elle est pensée et engagée dans les économies avancées depuis quelques années, repose sur les minerais et métaux critiques de la transition. Ces derniers sont nécessaires à l'électrification et au déploiement massif des technologies bas-carbone – éolien, solaire et véhicules électriques – et sont donc d'une importance capitale pour les pays industrialisés. Les conditions dans lesquelles s'inscrivent leur extraction et leur allocation globale, et les conséquences économiques et écologiques qui en résultent pour les différents pays extracteurs, soulèvent une double question dans le cadre de la transition bas-carbone des économies avancées et de la lutte mondiale contre les émissions de gaz à effet de serre : une question politique, celle de la justice environnementale, et une question d'efficacité, liée à la répartition des moyens matériels d'une stratégie bas-carbone. Pour lier ces deux problématiques, il est pertinent de recourir à la théorie de l'échange écologique inégal, qui traite des inégalités mondiales en termes économiques, écologiques, politiques et matériels. Il convient de l'adopter, et de l'adapter, au regard de la macroéconomie des minerais critiques de la transition.
