Abstract

Dans cette interview, Didier Nobilé, nous montre comment l'entrepreneuriat de territoire peut être porté par des collectivités et comment la collectivité peut jouer un rôle d'impulsion dans le contexte contraint d'un territoire durement touché par l'arrêt définitif des activités sidérurgiques dans les années 2010. Si la collectivité joue un rôle de facilitateur – en mettant en place un contexte qui permet d'attirer des investisseurs, des entreprises et des habitants – elle peut aussi être conduite à créer, par elle-même, des structures qui dynamisent le territoire. Cet entrepreneuriat des collectivités est un moyen de répondre à des besoins non satisfaits par les entreprises privées, voire de tirer parti de contraintes législatives.
