Abstract

L'article intitulé « L'étude des critères matériels et organiques relatifs au contrôle des finances publiques et de l'exécution du budget de l'État en République démocratique du Congo » analyse les mécanismes juridiques et institutionnels encadrant la gestion des finances publiques en RDC . Il met en évidence les critères matériels et organiques qui déterminent le contrôle de l'exécution budgétaire par les organes compétents, tels que le Parlement, la Cour des comptes et d'autres institutions de contrôle. L'auteur examine les exigences liées à la transparence, à la responsabilité et à la légalité dans la gestion des ressources publiques, en insistant sur l'importance de la séparation des pouvoirs pour garantir un contrôle efficace. L'étude explore également les défis liés aux failles structurelles et institutionnelles qui entravent l'efficacité des mécanismes de contrôle financier, tout en proposant des pistes pour renforcer ces systèmes au regard du contexte juridique congolais.
