Le rôle de la loi dans l’institutionnalisation des pratiques managériales : une analyse lexicométrique du discours sur la GPEC dans la presse française

Abstract

Cet article contribue à une meilleure compréhension des processus d'institutionnalisation des pratiques managériales. Il met l'accent sur le moment clé où une pratique émergente devient l'objet d'une obligation légale ou réglementaire et s'impose à toutes les organisations. Pour cela, une démarche inductive reposant sur un corpus de 768 articles de presse parus entre 2001 et 2022 et portant sur la Gestion Prévisionnelle des Emplois et des Compétences (GPEC) a été conduite en recourant à la méthode de statistique textuelle ALCESTE. Nos résultats permettent de retracer le processus d'institutionnalisation de la GPEC qui vient changer le paradigme des pratiques de gestion de l'emploi. L'inscription dans la loi en 2005 a notamment contribué à la théorisation des démarches de GPEC et à renforcer leur légitimité. La discussion suggère également qu'en laissant suffisamment de place à la négociation, la loi a permis de maintenir une ambiguïté autour de la GPEC, et ainsi de préserver sa désirabilité du fait de la possibilité de différenciation dans son adoption.Mots-clefs
