Abstract

Les stratégies régionales pour l'innovation ont été intégrées pour la première fois dans la politique régionale de cohésion de l'Union Européenne en 2014. Suite à l'amendement de la législation, les régions sont dans l'obligation de communiquer une stratégie de spécialisation intelligente régionale ex ante des futurs plans de financements. Dans ce contexte, elles sont invitées à réaliser une démarche suivant un « processus de découverte entrepreneuriale », impliquant les parties prenantes de l'innovation en région. À partir d'une analyse du cas de la Région Normandie, nous analysons dans cette étude si l'approche de découverte entrepreneuriale préconisée a permis une meilleure coordination entre les acteurs au service du développement territorial.
