Abstract

This paper presents a method by which we combine 3 administrative procedures, used as a reference for mapping flood-risk municipalities in France. Two questions are addressed: what findings can be drawn from the analysis of each coverage? By combining them, are we able to identify threshold or scale effects? Among the results obtained, we note that CatNat (catastrophes naturelles) decrees revealed the seasonal nature of flooding, and the intensification of the damage since 2023. These decrees are linked to the existence of a PPRi (Plans de Prévention du Risque Inondation) or a DDRM (Dossiers Départementaux des Risques Majeurs); however, some communes have a PPRI or are covered by a DDRM even though they have never been recognized as having suffered a natural disaster between 1983 and 2023. The challenge for our future research is now to set thresholds in order to produce a summary map that takes account of local risk factors, and to reduce the uncertainties inherent in each of these procedures.
