Les agents publics de terrain à l’épreuve du problème pernicieux de l’environnement : Adaptation, créativité et acceptation de la complexité à partir des savoirs professionnels

Abstract

Comment les agents de proximité font-ils face aux problèmes pernicieux à leur niveau ? Pour répondre à cette question, nous proposons d'étudier la manière dont les problèmes pernicieux se déclinent dans le travail quotidien des agents de proximité sous la forme d'épreuves. L'analyse empirique des épreuves affrontées par les agents d'une Autorité environnementale montre qu'elles sont l'occasion de développer les savoirs professionnels des agents via des tactiques d'adaptation et l'usage de leurs marges de manœuvre créatives, ce qui permet d'apporter une réponse spécifiquement adaptée aux caractéristiques des problèmes pernicieux à un niveau micro. Nous montrons également que les savoirs professionnels ainsi développés permettent à la fois de diminuer la complexité des épreuves mais aussi d'accepter une part de leur irréductible complexité.
