Abstract

Cette communication étudie l'institutionnalisation des instruments et des arrangements institutionnels de l'aide publique au financement des PME en France. Elle montre comment, depuis l'Entre-deux-guerres, l'Etat s'est fait garant puis prêteur des PME. Des arrangements institutionnels successifs ont émergé par le travail de différents entrepreneurs au sein de l'Etat, puis par compromis avec la CGPME et les acteurs de la place financière. Nous montrons que résulte de ces compromis la financiarisation des dispositifs d'aide au financement des PME, en particulier celui de la garantie et du crédit, qui devient à la fin des années 1990 le "cofinancement", instrument au cœur de l'action de Bpifrance aujourd'hui encore.
