Abstract

Sur l'ensemble de l'année 2023, la croissance a atteint 2,9 % après 2,5 % en 2022. Dans le même temps, l'inflation a nettement reflué passant de 5,4 % en décembre 2022 à 2,6 % un an plus tard. Peut-on en déduire que la Réserve fédérale a réussi son pari de ramener progressivement l'inflation vers sa cible sans provoquer de récession ? La dynamique de l'inflation fut en partie liée à celle des prix de l'énergie et aux contraintes d'approvisionnement et ce sont ces mêmes facteurs qui expliquent aussi la baisse. Par ailleurs, la politique budgétaire a contribué à soutenir l'activité en 2023, compensant donc les effets négatifs du resserrement monétaire. En 2025, l'inflation poursuivrait sa convergence vers la cible de la Réserve fédérale si bien que les taux devraient continuer de baisser. Pour autant, les effets des hausses de taux passées pèseraient encore sur l'activité en 2024. En 2025, l'orientation de la politique budgétaire dépendra du scrutin de novembre. Mais quelle que soit l'issue du scrutin, aucun candidat prévoit de mesures de réduction des déficits. La croissance serait cependant moins forte (1,6 %) sous l'hypothèse d'une impulsion neutre ce qui aura aussi pour conséquence la poursuite de l'augmentation de la dette publique.
