III/ Le modèle allemand en souffrance : fatigue passagère ou affection profonde ?

Abstract

« Pas un homme malade, mais un homme fatigué après une courte nuit », c'est ainsi que le ministre des Finances allemand, Christian Lindner, qualifiait l'état de l'économie allemande début 2024. Fatigue passagère ou affection plus profonde ? L'Allemagne affiche de mauvaises performances fin 2023 : son niveau de production dépasse à peine celui de 2019, le pays est en récession et son niveau d'investissement productif privé a baissé de plus de 5 % par rapport à 2019. L'industrie, fleuron du modèle allemand, est à la peine : en décembre 2023, l'indice de production industrielle se situe plus de 8 % en dessous de son niveau de 2019. Ce marasme de l'économie allemande est-il conjoncturel, imputable aux deux crises successives – crise de la Covid-19 et crise énergétique – qu'a traversées l'Europe ? Ou le révélateur de difficultés structurelles inhérentes au modèle allemand ? Après avoir rappelé les piliers du modèle économique allemand et son essoufflement conjoncturel récent, on détaillera les causes structurelles des difficultés allemandes, que les deux crises de la Covid-19 et de l'énergie ont mises en lumière. Les incidences des difficultés allemandes sur la zone euro et sur l'évolution des débats de politique économique dans l'Union européenne (UE) seront ensuite analysées. [Premiers paragraphes]
