Abstract

La recherche présentée vise à questionner les capacités adaptatives des organisations publiques dans une perspective stratégique. En effet, face aux besoins évolutifs de la population, les organisations publiques doivent ajuster leurs activités et leurs ressources en tenant compte des modalités de gestion issues du secteur privé. Cette perspective est abordée sous le prisme de deux approches qui apparaissent complémentaires : les micro-fondations des capacités dynamiques et strategy as practice. Afin d'identifier les mécanismes d'adaptabilité, une étude de cas est menée au sein d'un hôpital public. Les résultats mettent en évidence deux mécanismes adaptatifs principaux : 1) une gestion collective des ressources par une ligne hiérarchique animée d'intérêts gestionnaires complémentaires, 2) des interactions construites autour de liens sociaux et de pratiques partagées. Ils permettent de modéliser les capacités adaptatives dans une dynamique processuelle et collective, régulée par une stratégie émergente évolutive.
