Abstract

Les collectivités territoriales doivent faire face à de profondes mutations qui impactent la gestion publique : déficit démocratique, mutations institutionnelles, impact de la crise sanitaire, restrictions budgétaires, impératifs de la transition écologique, transformation numérique, satisfaction des usagers en attente de services facilement disponibles et efficaces, voire de nouveaux services… Les adaptations quasi permanentes à ces mutations les conduisent à proposer des réponses en termes d'innovation en vue d'optimiser les ressources mobilisées pour un niveau de service donné ou d'améliorer le service aux usagers à moyens constants. Les collectivités territoriales se sont ainsi inscrites progressivement dans une dynamique d'innovation managériale. Pour illustrer ce phénomène, nous proposons dans un premier temps un cadre d'analyse et présentons dans un second temps les principaux résultats d'une étude qualitative auprès de six collectivités territoriales.
