Abstract

A set of rules governing the dairy sector has been shaped as a result of compromises among its stakeholders. The transformation of these rules presupposes the convergence of new ambitions. Using the analytical framework of socio-technical transitions coupled with institutionalist economics, The authors conduct a lexicometric analysis of positioning texts from different stakeholders, in the context of CAP reform for the dairy sector between 2020 and 2022. This analysis reveals a heterogeneity of thought patterns on this reform. Moreover, path dependency hinders the reorientation of public policy instruments towards sustainability objectives.
