Abstract

The question of industry as a vector of resilience to shocks and the capacity of our economies to (re)create productive value has been put back at the center of debates following the various crises (economic, environmental, health, geopolitical) that we have been experiencing in recent years. In this article, we examine the efficiency of the "Territoire d'Industrie" device as a territorialized industrial policy to respond to the specific issues faced by a territory. By studying the specific case of the Seine axis, we try to understand the specificities and the role of the intermediation of the "Territoire d'Industrie" device, and more precisely the difficulties encountered in territorializing this approach. We will explain that the question of governance is central to the effectiveness of a "Territoire d'Industrie" and that it is complex to put in place for the Seine axis because a large number of actors are involved and the system itself has evolved since its creation.JEL classification : R11, 025, 018.
