Abstract

Cette note de recherche analyse le nouveau mécanisme d'ajustement carbone aux frontières (MACF) de l'Union européenne pour questionner sa pertinence du triple point de vue de l'efficacité climatique, de la politique commerciale et de la stratégie de gouvernance globale de l'UE. On formule l'hypothèse que le MACF est porteur d'une gouvernance polydimensionnelle qui en explique la portée et les limites.
