La gendarmerie, une administration innovante

Abstract

En janvier 2020, la Gendarmerie nationale s'est dotée, dans le cadre de son plan GEND 20.24, d'un service de la transformation, qui a notamment pour mission de piloter l'innovation au sein de l'Institution. La gendarmerie est ainsi l'une des premières directions d'administration centrale à consacrer un service à la conduite du changement. Le service de la transformation est rattaché directement au directeur général, à l'instar, par exemple, de la direction des opérations et de l'emploi qui définit les doctrines d'intervention de la gendarmerie ou encore de la direction des personnels militaires, assumant les fonctions de ressources humaines. La création de ce service, loin de marquer un intérêt nouveau pour l'innovation, sanctuarise, en réalité, une culture de l'innovation présente depuis déjà bien longtemps en gendarmerie.
