Abstract

Avec la fin de la Guerre froide, mondialisation et libéralisme économique ont pris le pas sur les souverainetés économiques et sur l'implication des États dans la conduction de politiques industrielles. Particulièrement présente dans la doxa économique de l'Union européenne, l'idée d'une gouvernance économique par le droit et le multilatéralisme est pourtant aujourd'hui remise en cause. Après que Donald Trump a remis l'interventionnisme au goût du jour pour conduire sa guerre économique contre la Chine, après le choc de la pandémie de Covid-19 venue souligner une dépendance extrême au commerce international, l'invasion de l'Ukraine a donné un nouveau coup d'accélérateur à ce processus et rendu l'absence de politique industrielle européenne indéfendable.
