Abstract

Alors que les chercheurs et les praticiens en management du tourisme s'accordent sur l'idée d'une destination touristique dont le management tiendrait avant tout de l'animation d'un réseau d'acteurs, et vantent les approches collaboratives du management du tourisme, l'Etat Français a doté les collectivités locales de nouveaux outils qui leur donnent un pouvoir central important et autorisent un management du tourisme local volontariste, descendant et centralisé à l'échelle locale. Le cas de l'agglomération de Saint Nazaire est investigué pour montrer que la SPL est un outil puissant , associant l'efficacité de la volonté politique et l'efficience des modalités de gestion du privé, dont le rayon d'action dépasse le développement touristique pour concerner l'attractivité générale de la ville et de son agglomération.
