Abstract

Les bureaucraties publiques sont soumises à des contraintes organisationnelles et institutionnelles, d'essence wébérienne, qui n'empêchent pas l'innovation mais en impriment les caractéristiques. Hiérarchie, contrôle, centralisation des systèmes de coordination et d'incitation, droit public régissent les échanges entre l'organisation et son environnement et les relations internes. Il impriment les caractéristiques des processus d'innovation, telles la multiplicité des innovations mineures ou la lenteur des processus d'intégration et de diffusion des innovations majeures. La problématique de l'innovation dans les bureaucraties publiques peut ainsi se penser en termes d'arbitrage entre rigidigé-contrôle-innovation progressive et souplesse-perte de contrôle-innovation rapide.
