Abstract

L'expression « efficacité de l'aide » est souvent source d'un malentendu, qui résulte de ce que son sens diffère fondamentalement selon l'interlocuteur. S'il s'agit d'un économiste, il a aussitôt à l'esprit les centaines d'articles écrits pour tester économétriquement l'influence exercée par les flux d'aide sur la croissance économique ou toute autre variable importante pour le développement. Ce courant de pensée très présent et animé dans la première décennie de ce siècle a eu tendance à s'effacer pendant la seconde, au profit de multiples évaluations de l'impact de projets de développement en vue de cerner les initiatives les plus efficaces en matière d'aide au développement.
