Abstract

Résumé : Cette recherche vise à comprendre la ville intelligente selon les représentations que s'en font les acteurs et décideurs qui la conçoivent et la mettent en œuvre concrètement. Le cas du projet « Alger Smart City » est illustré à travers une étude qualitative menée auprès d'experts et d'acteurs du projet. Les résultats préliminaires montrent : 1) La prédominance de la technologie sur les usages des citoyens dans la conception de la ville intelligente ; 2) L'accent donné à la résolution des problèmes du quotidien (congestion automobile par exemple) sur les objectifs de durabilité et de soutenabilité à long terme ; 3) Une place donnée au citoyen comme un bénéficiaire potentiel du projet de ville intelligente mais jamais comme un partenaire véritable dans sa conception et mise en œuvre ; 4) Une forme de minimisation des risques de fracture numérique et sociale engendrés par la « mise en technologies » de la ville dans un pays émergent. Des recherches futures auprès des usagers de la ville pourront souligner les contradictions et dysfonctionnements dans le management de ces projets et pourront appeler à de nouveaux processus de co-création de valeur.
