L'efficacité technique des chemins de fer en Afrique subsaharienne : une comparaison internationale par la méthode de DEA

Abstract

Dans cet article nous estimons l'efficacité technique de neuf compagnies de chemins de fer opérant en Afrique subsaharienne en utilisant l'approche de frontières de production. La méthode d'estimation utilisée, du type non paramétrique (Data Envelopment Analysis), permet de constater qu'au cours de la période 1975-1990 certaines de ces compagnies ont eu des difficultés importantes pour améliorer, voire pour maintenir, leurs scores d'efficacité. Ensuite, après avoir dressé un diagnostic pour chacun des réseaux, une étude statistique permet d'identifier certains facteurs explicatifs des performances techniques. Ainsi, parmi d'autres résultats, il apparaît que les compagnies qui au cours des deux dernières décennies ont favorisé le transport de voyageurs ont été également les plus performantes.
